Qatar is reportedly trying to give a 747 to the U.S. military who will then give it to Trump after he leaves office. How exactly does that work?

Presuming "after he leaves office" does not mean "feet first" (one can only hope) does this mean that anyone can donate stuff to the military with the express intent of it eventually coming into Trump's possession?

If that's how it works then I think this country has found an ideal final destination for all of its used disposable baby diapers.
