If Trump really thought keeping the tariffs in place was good economic policy he wouldn't be starting/stopping them on a whim.

What he's actually doing is manipulating the market for the benefit of the uber-wealthy. End of story.

How The Stock Market (Now) Works:

There's only so much stock available in the market.
The ultra-wealthy owns most of it.
They want more of it, if not all of it.
Their rule is "Buy low, sell high".
The wealthy buy stock when the price drops.
The small investor sells stock when the price drops.
How do you make small investors sell?
You have your friend you put in the White House toy with long-held economic policies.
That makes stock prices drop.
That makes small investors nervous.
That makes small investors sell.
The rich scoop up bargains.
Afterwards, the market will resume climbing, like it always has.
And always will.
